Frank Oliver was born in Townsville but spent the greater part of his life in Innisfail. He worked as a waterside worker in Innisfail prior to moving to Darwin. He was single and twenty-seven years old when he died in the bombing of Darwin. News of his death came to the secretary of the Innisfail branch of the Waterside Worker's Federation from a telegram received from another former Innisfail waterside worker in Darwin. According to the Cairns Post, Oliver's mother still lived in Townsville at the time of the raid.,
